The surprise declaration, endorsed on Tuesday by the 22 member nations of the Arab League, also condemned Hamas’s Oct. 7 attacks on Israel, which set off the devastating war in Gaza. The statement came at a United Nations conference in New York on a two-state solution to end the decades-long conflict between Israelis and Palestinians.

Qatar, Saudi Arabia and Egypt joined 14 other countries in signing a landmark declaration at a U.N. conference.

Ismail Haniyeh led Hamas, the Palestinian group that runs Gaza, for over a decade. Hamas said he was killed in Tehran after attending the inauguration of Iran’s president.

A top Hamas leader was killed by an airborne guided projectile in the capital, Tehran, per Iranian media. His hosts were unable to defend him.
